I'm suffering from same problem. The card I have is Mobility Radeon HD 4650,
model of laptop is HP Pavilion dv7 2180us
System status: fglrx is loaded and compiz is being used. Latest xorg drivers
are installed from PPA. Latest ATI driver is installed from ATI website (along
with Catalyst Center

In my case, installing fglrx 9.8 from the amd website (after
uninstalling ubuntu fglrx driver in restricted driver manager) did the
trick. Xorg no longer freeze when playing a video and it correctly
resume from suspend. So this might be fixed in karmic or next release,
once ubuntu will add latest f

I've hit this too - Dell XPS Studio 16, Radeon HD 3670. Here's what
I've found:
Without fglrx installed - Suspend, hibernate and Resume work fine
With fglrx installed - Suspend, hibernate and Resume work fine
With fglrx installed and compiz active - No resume from suspend or hibernate
With fglrx

Yep, you're right. After disabling all effects, I am able to restart after
suspend.
