I thought I would try and reproduce the issue you were hitting but my build
was fine. However I'm building in docker containers under WSL, so already
several variables have changed when compared to your build environment.

You may need to run the init-gradle-wrapper.bat file in the project root
first to download the relevant gradlew jar.

If I use open-jdk-8 rather than 11 then the gradlew command works fine for
me.
Try building under:
docker run -t -i openjdk:8 /bin/bash
