my guess is that this plugin works only on ultimate edition (j2ee tools are
usually included on that).
In the meanwhile that Yann answers your question, may I ask you why are you
so interested on CE version?

I don't know if timer interceptor [1] is what your are looking for. Be
aware that TI computes the execution time of every action and not the
one of the jsp rendering.
