Simple answer - Yes You can migrate the root volume of any VM in a shutdown state to another Primary Storage - SSVM copies it to Secondary first, then back to the new Primary. Alternatively, if you happen to be using XenServer 6.2, then you can use the Storage Motion feature and live migrate

I believe that Hugo is also working on getting VXLAN based overlays working on Xenserver with OpenDaylight. Might be something that requires the next version of Xenserver however - something to do with OVSDB and how the XAPI toolstack or Xenserver assign networks when there isn't necessarily a VM
