I managed to fix it myself. It turned out that the VM had been created from a
tenant's own ISO and this was causing the permission error - I set the ISO to
'public' temporarily and ACS then allowed me to assign the VM to another
account/domain.

Actually when starting to type in "cpu" - the VM setting appears in a drop-down
list - its "cpu.corespersocket" and this is working now - pinning all 8 vCPU's
to a single socket
