It appears to be stuck in the "starting" state - so I don't get the
option to reboot it or anything. If I change the state to stopped in the
database directly will the management server attempt to start it again
or do I need to do something more?

It should. Use the ISO option instead of template when you create VM.
Is SMG a Linux variant and what is it? In most cases it should work.

The console server is in the starting state and has been since I got back
to it. I can't stop or change anything via the API or the UI, but thats
currently a minor issue.

a zone however when it creates the systemVMs this error message shows up in the
logs "Failed to retrieve required credentials of Nexus VSM from database"
