The key pieces are:
1) Create a new Flex web project called ChartExample that uses the FlexJS
SDK.
1a) Ignore errors after the project is generated.
2) Copy all of the files from the examples folder, replacing
ChartExample.mxml

the ChartExample in the FlexJS examples folder into Flashbuilder 4.7 so that

One of columns in my mx datagrid has localized data. I want to create a

flawed version, even if the current version of the App uses a secure
OpenSSL.
If your App is flawed you should see a warning icon at the right margin of
your App in the App list of the Play Store Developer Console.

SDK & AIR and supposedly Google Playstore should let me know if it passes
safety tests a few hours later (they claim 5 hours).
