It is a wopping 64 bit processor with 8GM Ram running the on linux lsb_release Ubuntu 20.04 LTS.

running make to build Apache 2.4.46
It is true there is no file pcre.h. but I do have a pcre2.h
so this is what I did hoping the missing dependency would be taken care of.
sudo ln -s /usr/local/pcre/include/pcre2.h /usr/include/
It didn't take care of the issue
before running make this was
apr-1.7.0/ has .configure , make , make install ok.
