online that suggested they require special attention.
As I recall, it said you can't publish them as BINARY

It sounds like you're using publish to mean upload, in which case
there's nothing special about .htaccess files. It's just a simple
ASCII text file.
Perhaps you were thinking of special attention to insure they can't be
served by Apache? The default config file prevents that. If not,

think Apache won't like it if you leave Windows line endings in there.
Use ASCII as the transfer type, but most FTP clients will handle that
correctly for you. I can't say anything specific about Dreamweaver's
FTP client.
