I had the same issue. I resolved this issue by using a unique id for
each sending sms. please follow the given URL (small tutorial on
dlr+php+mysql). it worked well for me. if u need any help let me know.

can u see a established connection to a SMPP provider ? if you are connected, u
can check the error from ur providers end. they will assist u. i had the same
issue. use a netstat and see..

So the first part of this I am to understand is that no one can really do
this on their own, if you want to reach cell phones of a commercial network,
you need to use a provider which can talk with that network, right? In other
words, you can't be the provider unless you want to get into the
other SMSC's
