VM it did not assign the ip
as it was in sunstone instead it took different ip from DHCP.
-- I delete the .opennebula-context file and rebooted it again but first
nic got correct IP but the second nic did not.

Hi Emna,
You need to use the IP Address of the VM in the url, For example if the IP
of the vm is 10.10.10.10 then you need to open up browser and type in the
URL - http://10.10.10.10:9869
Try this and let us know if you are still facing any issue.

services and then removes the IP from server B and assigns it to server.
Fail-back executes vip-down.sh script.
