I've just tried your steps in 1.1.4. I can do what your expecting to

I often use Paste Special to copy formats: I select a portion of text which
is in the format I want and the use Paste Special to apply that format to
the new text I wish to format.
As you know, the steps are:
1. Select text to be copied
2. Copy text (Ctrl+C)
3. Select text to be formatted
Are you using one of the beta 2.0 versions? If so, there is a new
function which acts like a format painter which probably replaces the
steps you outline below.
