Folks - Thanks to all for the valuable suggestions ! - I re-encapsulated the
rootdisk ( after re-initializing its mirror)
then used vxmake to create the SDs/plex/volumes and re-mirror everything
no data was lost on the filesystems!

In a similar case I had, I fixed it deleting slices 6 and 7 with format and
then I used vxdiskadm to re-encapsulate it, Veritas did the rest.

Is there any reason why you cannot encapsulate the root disk one more time??
What caused the problem??
Essentially the reason you need to encapsulate the root disk is to mirror
it. Re-encapsulate, reboot and mirror should work.
