Long overdue, and something that Stephen Rhind-Tutt at Alexander Street Press
has been addressing in his presentations for years.
After a cursory read, I think these are sound guidelines overall, but will
present an enormous problem for student use. More important for scholarly use,
I think.
Back in the early 1990s I built the feature film collection on laserdisc
hereŠ. Over the years we have pulled those discs as the titles became
available on DVD.
But some of them are not (original Showboat, for example). I plan to
invoke Section 108 on those titles soon.

To be honest I can't get overly excited because the fact that you can
not use an entire work of any length has been
vailable/licensed digital versions, that may be a signal to
distributors/copyright holders about licensing models for media.
