It’s before you get to the tones themselves,
It allows you to flick up to increase and or down to reduce volume levels.
There is also an off on toggle for using the volume controls to increase /

Go into Sounds and Haptics and ring. I set mine to 90%, wear hearing aids, but
I can hear who's calling me now. I'll never know how it got down to 40%
