There is Background App Refresh in Settings > General, but I doubt it would make a difference with what you are describing. It sounds like the app just doesn't support background operation/downloading. Probably something you should write to the developer about and request it. -

You open the app, go to settings, and look under sync settings and auto-refresh settings. I have mine set up to not use cellular and to only download articles in the background at my house (that's what the "add location" item is for), but I believe you can set it to update any
