I have not taken Maps for a walk yet; however, just standing in my house it
seems that streets may be spoken. So, are you saying that as you approach an
intersection the cross street is not announced?

When I walked, I found a slider that let me flick up and down between the steps
I needed to take for my route. I could not, however, get the steps to advance
on their own.
I wish I knew what I was doing wrong.
I did specify walking instructions.

And the walking mode, it gave me instructions that you could scroll through to
when to turn and then there was an actual map visual on the screen. But it did
not speak any of these
Unless you have a 4S or a 5, you will not get turn by turn announcements.
I do not know if listed directions are supposed to automatically update as you
walk. This may be a good question for Apple accessibility.
