For some reason, I couldn't find this setting at all. I just saw
something about microphone services and location or something. I

First, the feature is called Voice Isolation, not Noise Isolation.
Anna is correct. If Wi-Fi calling is on, the feature does not show up.
While on a call, bring up the control center. Hint, touch the status bar and
flick up with three fingers to bring up the control center.

My understanding is that this feature was already enabled for FaceTime calls
and it is only calls made with the phone app that now have active noice
cancelation.
