Like others on the list, I was a member of the 96% club, but after a bit, while
I was on a call on my land line, the update finished up and the phone announced
that it was about to restart. Naturally, speech went away and all activity
appeared to stop, at least audibly. While I waited,
Just let it do it's thing, it's not off, it's still updating.

I had the same problem except my phone never did come back. While iTunes told
me that my os had been updated and that it could find the device, I had no
speech. I had to restore my phone from a back-up to restore order. All is
working perfectly now except my apps are all on different pages.
