I've got verizon as well with my iPhone 8. I have had no issues with
text messages not sending. I can send messages using siri to my moms
android phone with no issues.

One reason this “Message Failed to Send” alert might appear to be specific to
Android users is likely because sending a message to another iPhone user will
result in an iMessage being sent. This is a red herring.
I was having the same problem and all of the notions expressed in this thread
I think it works on the retry because the message has been added to your
message app.

re-try or cancel. Usually it will go through on the re-try.
