The same thing happened with my iPhone 11 when I updated it using my old iPhone

You don't mention in this thread which model your new iPhone is but I have a
friend who got an iPhone 12 Pro and experienced this very issue and is still
trying to get the phone set up. I believe she must have gotten a real lemon
because even a trip to an Apple Store did not correct th
I've had this happen before with some of my apps. I would suggest
performing a soft reset of the phone. If you have an iPhone 10 or
newer, I believe that is by pressing an holding down the volume up and
power buttons at the same time for about 10 seconds. I'm not totally
sure on this new reset, so
Both devices are on the same network only the newer phone is the only currently
connected.
