local computer, but they do get replaced in the cloud if iTunes finds a match,

iTunes doesn't change any tracks in the library on your computer. It just makes
those tracks available for download by all your devices. So if you have an
album that you know was ripped at a low bitrate, and you know that the album
was matched with tracks in the iTunes store, you can delete
