Hi, actually you can control whether you send with iMessage or not. This
is because you can turn it off from the Messages setting. If off, all
goes as sms, if on, then it does what you say below.

are you sure you have IMessage turn on? I know you can choose to have
IMessage turn off. That means, whatever you send will be text message rather
than IMessage.

No, you do not need wireless to send and receive iMessages. You do need to
have mobile data active if you wish to send and receive iMessages via your
mobile carrier's data
