Do you think Speech is off? Try a two-finger double tap on your screen. If it
says speech off, of course, repeat, so that it will then say Speech on.

already on and you may have to try getting VoiceOver reading and tapping the up
volume button until you hear something.
Your volume may have gotten turned down
