For me, it doesn't happen anymore with this version than it did with previous versions of iOS 9. Others may have different experiences. It never ever happens when I'm in the email program reading and responding to mail. It only happens if I'm in another program, Safari, Facebook, or newsify.

The simple work-around for the “nasty surprise in iOS 9.3.4” is as follows: 1) Focus VoiceOver on the DICTATION button. 2) Use the 3-finger double tap to turn speech off. 3) use the 1-finger double tap to begin dictation (VoiceOver will still be focussed on DICTATION) 4) Dictate your message or
