The simple work-around for the “nasty surprise in iOS 9.3.4” is as follows:

1) Focus VoiceOver on the DICTATION button.
2) Use the 3-finger double tap to turn speech off.
3) use the 1-finger double tap to begin dictation (VoiceOver will still be 
focussed on DICTATION)
4) Dictate your message or text.
5) 2-finger double tap to terminate dictation.
6) 3-finger double tap to turn speech back on.

Yes, this may be a nuisance, but after using this work-around a few times it 
gets to be second nature!
