what SPID is associated with the TN in NPAC and notify that carrier so
they can address it internally. I'm sure the PSAP would appreciate the
help in making sure calls from unassigned numbers don't clog up their
network.

I would still check the ALI database because you pay monthly for every
number in it. If the number is not in service, at the very least you're
paying for numbers you're not using.
