Probably not the same as your problem, but a friend had a similar problem with frequent calls at all times. After complaining, he found out it wasn't his neighbor, but automated calls from Charlie Garner Hospital. His wife was a patient there and somehow their system was dialing at random.

The trick seems to be answering the phone quickly and then talking to a person to tell them you want to be off their list.
