iPhone 4S will not turn off

My iPhone 4S will not turn off and the rate of battery use has accelerated. When I try to turn it off the screen goes black (as it should) but a few seconds later the Apple symbol appears and it restarts. I have tried holding the off button and the home button simultaneously, but that does not
