My iPhone 4S will not turn off and the rate of battery use has accelerated.
When I try to turn it off the screen goes black (as it should) but a few
seconds later the Apple symbol appears and it restarts.

arrived about a new update.
iPhone 4S (with iOS 7.0.3) now turns off.

Yes, that is fine while working at home... But you can't carry a large external
screen around all day with your 'portable' Apple Notebook ;-)

Hi Michael,
Have you tried cleaning the iPhone charging port with a clean dry toothbrush?
As silly as it sounds, this has been known to fix this issue, its worth a try.
Apparently a short circuit.
