You'd have to ask the newwx author for a definitive opinion, but odds are you need to modify a template in its skin subdirectory, which is probably either /etc/weewx/skins/neowx if you did a Debian install, or /home/weewx/skins/neowx if you did a setup.py install. I may have the exact name off.
