In Romania we have a rudimentary check in the {{Monument istoric}}
template - we check that the code begins with a valid county sign. If
it doesn't, we add the files to a special category. You could try
something like that, but that still means you'll have to fix them by
hand.

On a recent wikitech thread about the Upload Wizard, I was asked if
there is a list of bugs affecting WLM and was asked to create a
tracking bug. I there such a list already? If not, let me know of any
bugs you _really_ want to see fixed before September and I'll create

average images per use, not a percentage, so it has been fixed.

I tested it last night just after the fix and it looked good.
According to Jeroen, it was a very specific bug that appeared in WLM
uploads because we only have a single licensing option.
