Like any such service the network blocking will be contracted out. No doubt NYCC use a standard database and their filter might also be using keyword filtering. There ought to be exceptions for the Wikipedia domain, which appears to be missing, but even then there may be additional keyword

Wow! Thanks for flagging this up Geni. We're just discussing this in the office and thinking about the best approach. As a starting point - although I'm not sure how far I'll get - I just called North Yorkshire County Council, but it's now out of their office hours so I'll try again tomorrow.
