Where are you changing the header? The easiest way to do this is change
the character set encoding with a meta tag at the beginning of any
results html page. If you grab an HTML page template from the snippets,
you'll see the tag there, and you can just replace the character set

If you run 2 tango servers you could run a URL on the second one to restart
the first one.
Setup your t4client.ini file so that the plugin only uses the first server,
and define t4cgi2.exe to hit the second server. Write a simple little taf
file to restart the first server, and run it

Yeah radmin is good but it only works on windows platform last I saw. VNC is
multi platform and also freeware under gnu licensing.
