I can't answer your question (what does repair do) directly, but here's
how I'd find out. The first step is to turn on logging for windows
installer. You can either do this when you run the MSI (assuming you're
directly running the MSI file, not using control panel) or use
[mailto:little.for...@ymail.com]

It goes through each component and checks that its KeyPath is present and
correct. In your case, I suspect that some custom action is running, maybe some
code that re-installs the add-in or tries to shut down Outlook.
