I downloaded and installed the 64 bit version of WSJT-X on my 64 bit
Windows-7 computer.
Changing to the Win64OpenSSL_Light-1.1_0k.exe file has resolved the problem
of receiving an error message when doing a 'Fetch' of the
'lotw-user-activity,csv' file.
However, when I try to bring up Settings,
I installed and ran ver 2.1.0 32 bit. Like ver 2.1.0 64 bit, it runs the
frequency test on startup. Ver 2.0.1 shows no evidence in my controller log of
ever running this test.
My tentative conclusion is that a test which did not run in ver 2.0.1 now runs
in ver 2.1.0 and that test sometimes
Still, it's nice feature, just made 2 contacts on 20m FT4 with just 4
mouse clicks.
( Enable S+P, Log QSO, Enable S+P, Log QSO ) ...

COM port baud is 38,400. I doubt the baud is the cause of the problem.

Perhaps the most important thing to understand is that this is an
experimental and adjustment time for FT4 that will (and needs to) fade
away. It's use after the current fascination with it subsides, needs to be
reserved for contests only.

name.

window displays are erased…No error message just blank windows until the next
decode...This does not occur when changing bands when using FT 8 or JT65
