I need to implement an outbound (SMTP) based filter. If an account

1) copy mail_root to the new server
2) copy binaries
3) setup the server
4) install the service

The underlined command shouldnt be allowed IMHO. Check
it out:
After the user has given EHLO, the user is supposed to
give AUTH, but in the below case if the user gives
_MAIL FROM_ its still accepted. Isnt it a security
lapse?

No u didnt get the point, after an Authentication
fails the server is not supposed to entertain the
request of sending mails, i.e the command _MAIL FROM_,
however it does do it in the below dump, have a look.
