My permission to the /etc/sysconfig/mouse is:
-rw-r--r--   1 root root 95..etc.

the file in /mouse is
MOUSETYPE = "ps/2"
XMOUSETYPE = "ps/2"
FULLNAME = "Generic Mouse (PS/2)"
XEMU3=yes
DEVICE=/dev/mouse
