Mike, I don't have a directory:
  /usr/src/linux-2.4/include/linux/

and I can't find

kernel-source-2.4.3-12.i386.rpm.

I've tried
up2date kernel_source
&
up2date kernel_source_2.4.3-12.i386
which reports none of the packages requested were
found

rpm -q tells me that it is not installed

so I'm still stuck.
