You have two courses of action open to you at this point. 1) If you wish to remain on, you are going to have to go over your CIO's head, and write a letter (or email) to your CEO, and make your allegations, and prove them. If you can't prove them, you will be toast.
2) Resign, amicably. Find another job first, but resign. Leave on good terms. Do not ever disparage the company by name. Maintain friendly relations with whomever you can at the old company, and apply for the CIO position when it comes open, which, if what you've said is true, will happen soon. Regardless of which alternative you choose, you must document everything you can. There is an old legal saying: "He who has the best documentation wins." Remember one other old maxim: "Living well is the best revenge." Don't seek to destroy anyone or anything, or to tarnish reputations.
