Yes you can do this, but it is an arduous task to maintain the list on each client station. From IE, select the Tools menu, go to Internet Options and select the Security Tab from the window that opens. Then click on the "Trusted Sites" and "Restricted Sites" icons and click on the Sites button under each option to add trusted and restricted sites.
However, you are much better off implementing a proxy/firewall solution simply for the sake of centralized management. As far as I know, there is no way to centrally manage this list on a server and push updates to clients. But, if this is a pure 2k environment, there are things you can do with policies to restrict access. But that is another can of worms. I hope this works for you. Good luck!
