try "lsattr /sbin/iptables".  If that shows a "i" flag, use chattr
to switch it off.

If this works, it would appear that someone set it that way
intentionally, because AFAIK this is not the default.

That would then indicate that you were not the original
administrator of the system.  I assume you inherited this machine.

That's not a problem in Unix.  You can delete an executable file
that is currently "running".
