have you tried fport.
i think it should tell you who is bound to a particular port

I'm looking for Windows equivalent of UNIX lsof - the
utility that would let me know who is bound to the
particular listening port on my Windows machine.

Basically, when I run "netstat -a" and see the list of
ports that my host is listening to, I'd liek to find
who "owns" those ports.
