You should look into web content filtering devices/products. You can specify which sites are allowed by policy and restrict users by Categories like Shopping, Gambling, Sports, etc....
Like SurfWatch, SmartFilter, SuperScout and many others. While not 100% effective on all categories, they perform fairly well.
