You say she has to contact the billing system via modem, correct?  Not
that her machine _is_ the billing system, if i'm reading this right.
Therefore, her modem should only be making outgoing calls.

Unless her modem is set to auto-answer, war-dialing that number will
just ring off the hook.

check the modem's manual or the manufacturer's site to get the "auto
answer" AT commands for that particular modem, and be sure it's
disabled.  There are standard hayes-compatible commands for this, but
some modems are wonky and use strange AT commands.
