If this worker only needs to dial out on this modem and the billing services never needs to dial in, you can simply disable auto-answer. This should be an AT command for internal modems and a dipswitch on most external modems. If this worker is using an internal modem, you may wish to switch to an external modem that has a power off switch.
Also, you can have the modem disconected from the phone line whenever it is not needed.
