I had this problem a week or so ago, but have been too busy to submit a patch.
As I remember it, in HEAD the dependency check is looking for ../lib/mail-1.3.1.jar but saying it cannot find mail_1_3.jar. The real problem is that the names used to report missing .jars are hard-coded rather than being the properties containing the names of the actual .jars used.
