As you say, this seems to be the problem! The encoding of the original mail should be preserved. Perhaps you would like to try it and if it works, raise an issue in Jira - http://issues.apache.org/jira/secure/BrowseProject.jspa?id=10411 - ideally with your corrections attached as a patch.
