Not if they used HTML as a system->system mechanism. The point of REST and WS-* are system to system communication, this means having specifications and negotiations to deliver value independently of user interaction. REST as a system->system approach can't keep claiming that shipping HTML to the browser has comparable challenges of definition and management as humans are good at interpretation and inference and computers are not.
