If I may put my two cents I would say that SOA is guided by service
oriented principles that can be applied both to the business
architecture and the technical architecture, hence SOA is about both.
On the higest level of your business architecture the technology doesn't
matter, but as you start to break down that high level view into lower
levels the technology will matter. For instance, the principle that says
that services should be composable doesn't hava a meaning on the highest
level (if you structure your organization according to service oriented
principles), but on a lower level it is important that the semantics and
the technology does support composition of services, otherwise you won't
be able to follow the principle.
