ITIL is about IT governance.
It must fit for SOA Governance.
In addition, I think the ITIL service process that defines services very
easily be a source for web services.
In one article, I read, they mentioned "ITIL v3 focus on management of
services across the organization and not as "a silo of IT." The ITIL focus
on the quality and efficiency aligns it with the best practices in SOA."

In the ITIL context, a CMDB represents the authorized configuration of the
significant components of the IT environment. A key goal of a CMDB is to
help an organization understand the relationships between these components
and track their configuration. The CMDB is a fundamental component of the
ITIL framework's Configuration
Management<http://en.wikipedia.org/wiki/Configuration_Management_(ITSM)>process.
CMDB implementations often involve integration with other systems,
such as Asset Management Systems. These integrations may make use of either
a real-time, 
federated<http://en.wikipedia.org/wiki/Federated_database_system>design
or an
ETL <http://en.wikipedia.org/wiki/Extract,_transform,_load> (extract,
transform, load) solution.

The SOA repository has different function that enabling businesses to
publish service listings and discover each other and define how the services
or software applications *interact* over the Internet.
